I bought DH's niece a cute little suitcase full of eye shadows, lipsticks, blushes, nail polishes and a set of brushes for $15! and it even has a little mirror inside it. she's a pre-teen and will love that! (I hope her mom doesn't kill me lol)

They have a ton of all different kinds of makeup sets starting at $4. it's not the high end stuff (obviously Chat Icon), but for a teen IMO it's a good gift.

I also picked up "Ulta's gift of color". it's 4 mini bottles of OPI nail polish and a cute little charm for a cell phone for $5!
