We did a cruise in May that stopped at the same islands:
In St Maarten I totally recommend doing a tour of the island. It is so fun to see the difference between the French and Dutch sides of the island.
Curacao has really interesting caves that you can tour.

I loved Phillipsburg. ( ETA- I've never been to the others.)
How long will you be there? We pretty much had a whole day- about 8-4, so we took a tour & for half a day, and then went on our own.
Our cruise had a tour that went to a butterfly farm & a street market, both of which were cool & we got to see both sides of the Island.
When it arrived back in Phillipsburg you could get out in town, or go back to the boat. We got out, and walked through the little town. I highly reccommend getting lunch or a drink at one of the restaurants over looking the beach. We took a water taxi back, so, if you don't want to do a tour, you can take a water taxi from where the boat docks, to the beach/town.
