Help -- General E-mail Message to accompany a Resume

Can someone help me out with a general e-mail message to accompany a resume?

Its for my Dad, to a company that does have any available positions, but want them to look his resume.

I don't know where to start?

For your consideration, attached please find my resume. I understand there aren't any available positions right now, but if one should arise I would appreciate the opportunity in meeting with you.

How about something like this...

I have __ years experience in ____. I have an (education, licenses relevant to the job). My _____ experience includes but is not limited to: (followed by 4-6 key bullet points about experience)

End the letter asking for an informational interview because you are very interested in the company and would like to find out more about the company.
