depending on what type of work you do I'd suggest the following:
1 - http://www.ifreelance.com/
2 - consider placing your name with temp agencies. They will call you when there is a fit.
3 - send your resume with a cover note to local companies. Speaking as someone who hires freelancers often I will say it's hard to find good talent but when I do I prefer a freelancer. It's more affordable and they are more committed to continuing the relationship. I have found freelancers through references and solid letters with resumes... there letter would be specific to how they think they can help me.

There is a company in California that is very reputable. Try them and see if it's a fit.

Otherwise, reach out to local business with a cover note and resume explaining how you can help. Just ensure you do some homework and get your info in the right hands.

You could try Idealist.org. They have a section for Consultants/Freelancers looking for Editing/Writing work.
