well, i think the direction you go in will be dependent upon whether or not you want to have just that one picture on the page. If so, I'd go with a Navy blue theme (unless I'm totally color blind, that appears to be the color of their shirts).
If you want to add other photos to it, I'd say find other similar ones with both of them in the photos.
Do they play similar/same sports?
Since its such a good photo, I don't think you need to do a lot around it. It could just be a stand alone photo with some nice border work and a good background.

I love the idea of two heads are better than oe for a theme. How about mounting the picture itself on chip board to make it pop?? Maybe some journeling about each of them???
If you want to add more pics to the layout, you could add one of each in a smaller size with the pic of the two of them in the middle of the page.
