If your resume is not the best if could be...
... would you still use it to apply to jobs and fix and make it better as you go, or wait until your resume is 100% and then apply for jobs?

Fix the resume first. You should only put your absolute best foot forward when applying to jobs.

No, I am just not a good resume writer. I have had some people (friends) tell me it needs a lot of work. It's DH's resume and neither of us are used to it or good at it. I just need to get him a job a.s.a.p.

It may be worth getting a pro to write it for you. It's not that expensive and could really help.
Much less stress too.

Turning to a pro is a great idea.
If that's not an option, do you have any friends or family who could help? I help my friends with theirs all of the time, depending on the industry they are in.
Could your DH work with a recruiter for his industry? They will often help brush up your resume at no charge.

it takes time, but it's well worth it. i've been on interviewing committees and i have to tell you, the resumes that have poor layouts, are unclear, unprofessional for other reasons, don't get seriously considered.
ETA: in this economy where employers are drowing in resumes, i would have to say it needs to be really good.
