Gentle Leader - Headcollar or Harness?

DH and I walk our 2 puggles every day. Our 3 year old dog walks great in a harness with no pulling. The 1 year old pulls a lot. I picked up the Gentle Leader Headcollar and I'm not sure if I love it. We have been practicing in the back yard and he does great on it. Once I go in the street and there are distractions (people/dogs/animals) he freaks out and I feel like he's going to get out of the headcollar. It looks like I have it fitted correctly but I am so scared that he will get loose. Do you think I would have better luck with the harness? We have been having him use one since we got him.

I love the headcollar. I felt like he pulled A LOT more with a harness on because he used his upper body strength.
My headcollar came with a small attachment that clicks to the regular collar this way if he does happen to get out of the head collar he is still attached to my leash.
