I read in a magazine - you take your height in inches and divide it by 2 and if your waist size is bigger then that, then you are considered over weight?

I never heard of it so I goggled it and apparently it is based on the idea that belly fat is bad. It was discussed by Dr. Oz on his television show in Sept of '09. Unless you are an athlete body mass index is a good way to get an idea of what a healthy weight is for your height. You can also calculate waist to hip ratio. There are online calculators that you can use for guidelines.
