You will notice the hardest hit schools are the NEW small schools.
Bloomberg clsed large high schools, excessed tons of teachers. Many of these teachers are sitting in the ATR pool for yrs bcthey are veterans and very expensive. He then hired all NEW teachers for the new academies. THEY will be the ones let go bc we have enough teachers in the system, Bloomberg just wanted NEW teachers bc of course it was the old teachers fault the kids were not learning 
I worked in a large school that was changd to small schools so I saw it first hand.
