Is REACH CYA part of the regular school district?

Is REACH CYA part of the regular school district?
or is it a seperate entity? I asked DS's Universal Pre-K teacher if she will be teaching next Sept. since my DD will be going (hopefully) and she said she didn't know. Do you think that answer was based on strictly possible budget approval for the program? If you're a REACH CYA teacher do you work for the school district and can obtain tenure like others?

I'm not sure what Reach CYA is, but UPK teachers do not work for the school district. They work for the preschool/daycare center that applies to be a UPK program with the school district.

The Universal Pre-K I'm talking about is in all of our district elementary schools. The REACH CYA office is in one of the elementary schools. I just didn't know if the teachers are part of our district and could teach anywhere in it or if they are only part of this REACH CYA program.
