Thanks for response. I def didnt expect to get a promotion. There just is NO place to move up. The most senior person in my dept has been in the same position for 20 years. I just don't want to wake up 5,10, 15 years down the road and realize I am not getting anywhere.

In this economy, I think it would be fine to apply to something that may increase your overall skill level.
However, I also think that less than a year is NOT that out of the ordinary for someone to not yet advance.
Maybe it's a personality thing, but I see on occasion, people who are new at a company that come in and expect to be promoted into a new role almost instantenously.
Unfortunately, those days are kind of over. In ALL fields.
Anyone can also disagree, but I personally feel that if you go elsewhere every year or so, it makes you look like a job-hopper and can impair your overall ability to advance professionally because many places foresee someone like this as being a risk to bring onto the company.
