Yes, it usually is. It depends on the agent (and their broker/company). But most agents have discretion to negotiate their fee. Not every agent will, and for me it largely depends on the situation. My listing fee is negotiable within a small range, and I slightly vary it depending on the circumstances (the seller's situation, what type of property it is, where it is, how it's being priced, etc.). But I do have a "floor" that I can't go below -- both because it's my broker's policy and also because it wouldn't make economic sense for me.

But you have the right to try to negotiate a fee, and the real estate agent has the right to stand firm or decline your business.

Just wanted to mention that if you do negotiate the fee be sure to read how the commission is allocated. In my opinion you do not want to be offering out less than 2% to the selling agent

Totally agreed! Your listing won't get shown if you don't offer out that to cooperating agents who are bringing buyers to the house.

I've also seen some "interesting" advertising by agents who are offering out a VERY discounted listing fee, but then in small print it says "that the seller may want to compensate agents bringing buyers" and that the discount fee doesn't include that.

So make sure that you fully understand how everything will work and everyone will be compensated.
