Footless tights and flats are ok somewhere casual like running errands or going to the park, but are too casual for somewhere like a professional office or a shower. JMO 
Edit: I consider them on par with leggings, which are my preference with flats. Footless tights I only wear with socks and boots.

I don't understand footless tights at all.
Nothing grinds my gears more than shopping for tights and finding ones in a really cute color or pattern and they're FOOTLESS.

I'm not a fan of them, but the look is acceptable, with ballet flats, and a more casual style dress...

I have a girl at work who wears them like this:
Mini skirt
Footless tights
F me pumps
And she wears this around customers and in meetings.
Now THAT grinds my gears!!!

Apparently.... they are not the same lol. When I posted this I was under the mistaken impression that footless tights and leggings were pretty much the same thing.

They aren't the same thing as far as the construction goes. Footless tights usually look more like stockings at the top. They are also usually thinner.
With a skirt, they can essentially be worn the same as leggings.
I think with flats it is cute, but casual, as posted above.
I don't like them b/c I like something on my foot with a closed toe shoe--it is just more comfortable for me.

I work in a clothing store and have already seen this season 3 people wear footless tights as leggings, and I could see everything that god gave them. I was horrified
