I would say they start at $5000. You will likely need a town permit as they would have to drill footings to support the load of the portico columns. This could add to the price.

Why wouldn't it need a permit? Not only are you modifying the structure of your house and building a load bearing extension, you are also extending a new structure out which can put you in setback violation if it's too close to the curb and the average setback on the block. I found this right from Huntington's website.
It shall be unlawful to construct, install, alter, repair, modify, remove or demolish, or to cause the construction, installation, alteration, repair, modification, removal or demolition of a building or structure; or to own, maintain or operate a building or structure which has been constructed, installed, altered, repaired, modified, removed, or demolished, in whole or in part, without a building permit having been issued by the Department of Engineering Services.
There is an "exemptions" section that lists items you do not need a permit for, porticoes were not one of them. I would tread very lightly regarding installing a portico without getting a permit.

Town of Babylon rule
A building permit shall be required for a roofless deck, patio, porch, landing, portico, balcony or sun deck which is more than 18 inches above the adjacent grade level or higher than the first floor grade of the main structure, whichever is lower. No work of any nature shall commence in connection therewith until a permit authorizing the same shall have been issued by the Building Inspector. Before issuing such a permit, the Building Inspector shall require that an application for a permit shall be filed with the occupancy plot plan and specifications, and the same shall be referred to the Planning Board for its review and recommendation. The Planning Board may approve with modifications or disapprove the same as it deems necessary to preserve the health, safety and welfare of the community. No building permit shall be issued except in conjunction with plans filed and approved.
