Does anybody know of a watch or necklace with GPS tracker

A family member in Fla is dealing with early Dementia. He walks daily. There is one given for free by the town they live in but its very bulky and has to be worn at all times (showering, sleeping). Looking for something for him to put on at certain times. Should we just turn on old cell phone and give it to him?

Apple Watch. With find my app you should be able to track them where they are but you have to pay for a plan and charge it nightly
