Something does not seem right about this story. You can't get someone's cell tower locations without their explicit permission and even then it would be difficult. They would need a subpoena. I think that your employee misunderstood something.
This also happened to a mom that I know. Her family was told to quarantine and she wasn't home during the assigned call (was picking up drive up groceries) and received a call that her cellphone wasn't pinging near her home.
What did they do to her? I'm trying to figure out what the punishment is if they catch you with their cell phone pings. What if you just didn't answer when they called if you are out picking up your groceries? Say you were in the bathroom taking a shit or something. I never answer my cell anyway

My son tested positive (he's 6) and I received a letter saying that he was an imminent threat to the health and safety of New York. I understand that this is serious, but I found it a little over the top!

Imminent threat?!?!? Holy cow....
They are texting me regarding symptoms...which are none.....my fear is that if I go to get drive up service (if I absolutely had to), that the text would ping elsewhere...crazy right?
BTW - if you keep a baby book, I would put that letter into it so in 10 years he could see that he was an imminent threat to the state of NY Quite an accomplishment at that age.

Didn’t want to quote everyone but I know Apple phones have a covid tracker where they can track you. I made sure to turn my off! Wonder if that’s how they were able to track the person
