How about a plain white (smallish) shopping bag, decorated those sticker rhinestone letters that can read "____'s Fabulous 1st Birthday Pary"
You can have balloons coming out the bag and clear rock candy (to look diamonds).
Just an idea!

Why don't you get little tiaras(sp)? You could wrap them around flowerpots and put fancy lollypops in the center.

These come in 3's and you can tie tulle around it and place a tiara on the top..

ETA: I am doing something similiar for DD's 1st b-day party. They are 7.00 for a set of 3. Check out the site, they have alot of nice boxes and ideas
Or, you can use a gift box, add some shredded paper and tissue paper and place a tiara in it (picture 3) Image Attachment(s):
