Puerto Rico's Flag
my neighbor is PR'an...he has a flag hanging from his window...it's the PR flag with a Rooster on it...
So...who knows why it's there, what it signifies?

Um, I've never seen a Puerto Rican flag with a rooster on it. And DH's cousin has the flag tattooed on his arm but there's no rooster there!
Although this happens to be a puerto rican chicken (that's not a rooster, right?) I took this pic on my honeymoon.. I think she looks kinda like the one on your flag

but i've seen some of those flags with the rooster on it---usually signified for someone who enjoys or is in favor of cockfighting

Me, too. The rooster is an embellishment, though. The 'real' or official flag does not have a rooster on it. I've also seen it with something else on it, but I'm not sure what it is.
I don't know what the rooster means either...

its actually more brown:
but on flags they show it as green--and ppl think its a regular frog

Yes the frog looking thing. According to my MIL the rooster signifies good luck and prosperity.

Yes, the real flag does not have a Roosters on it. These are popular theme flags, especially for teh parade and festivals - they add images that represent puerto ricos culture on the flag. Its like an creative design on the flag, I've see some have Tito Puentes sayings and pics on it and the Coqui.
