they lent him a few tools and have been generally nice.
I thought the tradition was the people were welcomed into the nabe with baked goods, but my dh wants to spread OUR wealth to them instead 
if you were my neighbor, what would you want?

I like the breads and my style is wrap it in something they can use later-I've seen where people wrap loaf type things in saran wrap and then in a dish towel. Tie the towel with a ribbon and attach the recipe using a hole punch.
Then again I am the second coming of martha when I have the time. You could also slap it on a good quality paper plate

When we moved into out house on neighbor bought us a blueberry pie from a local bakery. It was extremely nice, couldnt be happier with the neighbors i got

I'd want brownies. But since that's not an option... I'd want fudge. And since that's not an option... I'd ask for cookies.
ETA: I never make anything with nuts for people I don't 'know' - I know too many people with airborn nut allergies. Don't want to kill the new neighbors! And nuts are just so.. intimate.

but i'd probably do a choc chip along with another, like sugar cookie (some people don't like, or can't have chocolate)
and because of the possibility of allergies, i'd stay away from nuts
