We've never requested a college transcript, but than again we don't do background checks on our employees. Depending on the field you're in, they may want the transcripts instead of the diploma. Diplomas are easy to doctor.
As for the statement for your philosophy, I would think that is a way of weeding out people. Lots of people have diplomas and background in a field - how they go about answering the question in a concise, organized manner tells a lot more about a candidate. I would say a one page answer to a single question should suffice.

I never had to send in a transcript, but I have had to submit writing samples, and to read writing samples as part of a search committee.
For the writing, I'd say keep it positive, clear, and crisp. No exclamantion points or very long sentences. Show an understanding of the position - think about what you would want to hear if you were the person doing the hiring. You want to come off as honest, easy to manage, and smart.
I think 1 page would be fine.

I have had to send transcripts, but not until after I was offered and accepted the position. I find it a little odd that they would want them before they offer you a position. i would think they would want it to verify your educational background - that it matches what you have told them in an interview or on your resume. Maybe this company is using it as a screening tool....
