Didn't she pull something similar to this last year for your first anniversary?
Either way... 
It could be because maybe the 1st anniversary is more of a "milestone" and maybe she only plans to give you cards for the milestone anniversaries?

Duh lady, we were married August 4th...I asked her...what's the matter, weren't you there?
