First I'd like to commend you for taking the time to work with your daughter and caring enough not to accept anything less than your daughter can do. I do however, take offense when you say that this is the teacher's job. If the child is doing homework, that is exactly what it is - work to do at home. This is work to reinforce what is learned in class, and because you are a good, concerned parent, it is your job as a parent to see that homework gets done in the best way possible.
I am a third grade teacher and since September, I let parents know that there would be no way possible for me to check all of the homework assigned each night for grammer, punctuation, and etc. If I had given a writing assignment - one that was not a free write - then that would be checked for grammar and punctuation. Reading notes taken while reading are to make sure the student is doing the reading at home. The issue that I think you should have is that your daughter is not comprehending what she is reading. Does the teacher already know this? How and when is this addressed in class? If this text is too difficult for your daughter to comprehend, are there other materials she can read that she can comprehend? These is the issues that you should discuss with the teacher to try and find ways that the two of you together can help your daughter increase her reading skills.

I have to agree with what lc214 said. As a teacher, I read this post and thought about it for the last two days and how to respond. I could not have said it better that lc214 just did.

I also read your post and can understand your frustrations.
I made it clear to parents inthe beginning of the year- (I teach 3rd grade) that some assignments I check for content as well as grammar and punctuation and some work I dont check grammar at all- I am looking specifically for content..
ex. my students have reading logs every night.. they have to read a book and respond.. I read the responses the next day and respond back them questions, comments etc... like an ongoing journal between myself and my students. I dont correct their grammar and punctuation..
I also find that no matter how many writing mini lessons I do in my class, re grammar, punctuation, sentence structure... kids will learn it but not use it!!! They KNOW how to use a period but when it comes to actually doing it, they "FORGET" it is so frustrating!!
I would talk to the teacher and find out the story on that particular assignment...
