I told my land lady last week, if you don't hear from me, then no news is good news. I would only call her if there was a problem. So, yes, I do use it 
Plus, I wouldn't want to just chat with the person that takes all my money every month.

Totally don't believe it. I think often it just helps people live a life of avoidance and denial (and yes, I am totally guilty of it). The last time I or someone close to me said this, several days later we got the "bad news". To make a long story short, we said it in reference to not hearing from a family member who always has drama. It turns out that it wasn't such a good thing that we hadn't heard from him because over that time his girlfriend left him, he was drinking a lot, became depressed and ultimately got in contact because he was suicidal. If we had known earlier, we could have attempted to help before he hit bottom.
ETA: It does depend on what you are referring to though.

In that case, no.
In the past, doctors have been more inclined to take their time in giving me a good diagnosis/prognosis, but in terms of health, you need to know everything, from good to bad to utter worst because then you can take action/begin treatment if necessary.
Good or bad, you need to know everything.

That's usually when I use that expression. If things were bad, there'd be news. Status quo is better than things getting worse, so IMO, no news IS good news. I remember feeling that way when my grandmother was sick. I was dreading getting the phone call that she passed, so no news WAS good news!
