The dead guy is the bounty hunter who was going after the slow brother for a crime he committed in the past (which is why he is locked up).
He was killed when he fell through the stairs. I didn't think he shot himself though - I thought it was because he was impaled on the stairs.

what is a bounty hunter?? I thought that when he feel through the stairs the gun went off accidentally and shot him in that heart

yes..he shot himself because of the stairs sitatuion..as soon as the mother said termites and stairs..i knew somthing was gonna happen with those stairs
Foster is the last name of the family daughter that killed and the reason why Kaleb is locked in the basement because he did it. The guy was a PI trying to bring him in.
