no more than 60 days before wedding no less than 48 hrs
you apply at town hall
you need birth certificate and id
its $40 i think

Everything depends on where you go to get it. Some town halls require 2 forms of id, some only require a driver's license or passport. On LI, it costs $40 for the license, and it costs $35 in the city. Some places accept any form of payment, some only accept money orders. Your friend should call the town hall before going to find out the requirements.
