why is that when you move in you have to sound like a war is going on? Why is there a need for a stampede?

We have yet another new set of tenants moving in downstairs ( we rent too) this is #4 in 1 yr and it sounds like a war is going on down there. I could never go into a house for the first time and make that much noise.
