In this case I would tell them you want to keep your bridal party as small as possible and mostly family.
I would ask him to maybe do a reading instead so at least he is involved in some way

IMO, if it was up to me...i wouldn't ask any bf unless you are really close with them.
BUT i left the GM picking up to the DH...So if you DH is really set on it...then i wouldn't fight it.
I would just hate to look back and see picks of a possible ex-bf that you never liked to begin with

I would have him in it. Your FH probably doesn't want to upset his sister. It would be so much easier to have him in, then to take him out. Grooms make so few requests that I would include him.

I wouldn't ask him. You would just be asking him out of obligation - and it doesn't seem in the spirit of what the BM party should stand for. I would mention to his sister that you dont' really know him and that's why.
My guess is if he's not interested in his gf's family - than it won't matter to him anyway.
