This year I ordered 300 feet of wrapping paper (3 rolls) and 900 feet or wraffia ribbon (also 3 rolls) and spent less than $40

I've always had paper left over and bought on sale right after Christmas but we lost it all in the basement flood from the "great rains of 2005" SO this year I had an excuse to buy perfectly coordinated wrapping and ribbon.
