A qualifying event would be Marriage Divorce Birth of a child adoption Being over a student age on contract Loss of Health insurance from another place( this sounds like your situation)
If your husbands insurance is ending, YES you can be considered a qulafying event and get new insurance outside of Open enrollment.
ETA- I didnt see the Hippa certificate part. Unfortuantly, it would be against the law for a health insurer to put you on their plan without the Hippa letter. FORCE his employer to put a term date on your old contract , and then once its there, ask them to FAX you the Hippa letter or Fax it directly to your insurance. If they refuse, get a supervisor. They should do all the can to get you covered with no lapse.
