How do I get DH to address an issue without running away?
Sorry, I told too much and made it too confusing and also opened myself up for an attack.
Basically, I need DH to address a topic without changing the topic or walking away.

I just read an article that if you'd like anyone to agree to a topic you are trying to talk about, pour a cup of coffee for both parties, sit down and then talk about the issue/topic. They are most likely to speak about the subject more openly and even agree with you. I'd give this a try and see if it works. It never hurts. Good Luck!

If there is something I want to talk to DH about seriously its after dinner (when he's full ) and when he's in a good mood. Tell him that you want to have a serious talk with him and he'll listen.
