Yes. That's exactly right. They turn away all non-drivers. People who don't drive are not entitled to an education for their children.
To register, you need to provide proof of residency, birth records for the child registered, lease/mortgage agreement, most recent bills, etc.
Soooooooo what you're saying is, no proof of the parents' identity is required. So they really aren't 'documenting' themselves, now are they.
no... no proof. my son walked into kindergarten on his own, with a note from me, our electric bill and immunization records.... VOILA!!! SCHOLAR.

Now let me ask you, in all seriousness, do you really, really believe that illegals and people renting illegal apartments will allow themselves to be 'documented' in any way shape or form? it's been pointed out many times in many threads that illegal aliens register their kids in the school system, so they are documenting themselves.
Undocumented persons do register their kids in school - but the school doesn't know if the child lives with one parent or both parents, or one parent and a set of grandparents, or one parent and one (or more) non-school age siblings etc etc. The census is designed to track that.
And for your original serious question, yes, undocumented persons do allow census workers to count them, and illegal apartment renters who are US citizens get counted, and the homeless living in the woods (who BTW are also doing something illegal insofar as they are trespassing) get counted as well.

I'd like to know what documentation you have to provide to enroll your kid in school.
My understanding is that it's a photo id and proof you reside in the district. You also need to provide a birth certificate for your child.
I had to show my daughter's birth certificate & I believe her social security card. We rent so I had to show copies of our current utility bills in my name to prove we reside in the district.
I wonder, if the children are here illegally, how do you get them registered without a BC or SS card?

I asked this before and was answered that the children show bc from whatever country they are born in.
