Any NY lawyers who can point me in the right direction for more info?

I'm trying for the past 2 weeks to find info on court ordered Fictious Orders of Information and haven't been able to find anything online. My cousin is a paralegal in Nassau Cty and said that she's never heard of it, but her firm handles insurance issues so they wouldn't really deal with this stuff.

To make a long story short, I've been working for the past 5 months to correct my birth city on both kids birth certificates. I was born in Colorado, and in spite of providing 2 certified documents from Colorado and my NYS marriage license that all have my birth city correct, Albany is now refusing to accept it.

This week I'm sending all the documentation and a letter describing everything I've done and been told along the way to Gov. Spitzer, but at one point during this I was told that this fictious order of info may be the only way to force Albany to correct this. I wanted to learn about it in case it really does come to this.
