The procedure depends on the labs.
I did it a couple of years ago between two labs in the city. I had to basically rent the tank from the lab where they were, bring them to the new lab and then bring the tank back. There is a messenger service that provides this service. But, seriously, I pictured some guy on a bike riding down the mean streets of nyc, in traffic, with a tank on his back and my precious embies inside! So we did it ourselves!

I did it with RSOfNY which I think you are using. I rented their tank....for lies than $50 . You schedule the pick up time, sign the papers and get the tank for a certain amount of time. So we took them to the city with us. You get a special permit to cross bridges. We buckled them into the back seat and drove. It was easy. The zip tie it shot and on the way back ...after dropping them off... Thank God...the lid popped off. It sounded like a loud hissing balloon! But all in all. Rey easy. Figured I would take better care of them then a messenger.

We had to transfer sperm and it was the same protocol. I, however, did not get a permit to cross the bridge - I honestly did not even know that was required. The tank should be good for up to 5 days.

I transferred mine from LI IVF and got the tank free of charge from my current RE to bring to them. It was really easy but doing it myself was a mistake. The weight of the tank was ridiculous!
