Take pictures of it all.
Send a letter to your housing, the city, the proprty manager anyone who will listen..along with copies of the pictures
Make your letter nice but forceful. It helps if you have neighbors sigh it as a peitition as well.
You will see results I guarantee it if you do these things.

Call 311 and report!!! Ask then what your actions should be! I love 311!
Write letters to management, take pictures and document everything, make sure you includes phrases like "child endangering", "anti-sanitary"etc. That usually gets them moving!
Where in FH are you? I am also a FH girl :)

OMG will def try it! I am right on Yellowstone on the side of Queens blvd that is quiet, LOL (not on the side where Austin street is).
