How short?
If you're going just for a casual look, slouchy suede black boots with a just-above-the-knee length skirt is cute IMO.

it would appear so because Joe Biden's wife was wearing a dress/skirt that wsa kind of the same length and high boots during the inauguration yesterday and she looked great.
