...Do you know what local store might have them? Instead of ordering online.

I went to Michael's and picked out a picture frame and a mat to fit. It was cheaper than buying the actual frame and mat that was sold together (which is also sold there).

...and you could write on it without smudging?

Yes. I actually used glitter gel pens and it didn't smudge at all.

I bought my wedding one at Michaels, it fits an 8x10 picture and plenty of room for everyone to sign. It was $40 but I got it on sale for 50% off, it was a great deal.
