Not knowing where you are, I can't say specifically, but I would suggest trying a local butcher.
I haven't really seen them too often in the supermarkets but they do sell them sometimes.

I should have added that I am in Eastern/Southern Nassau County.
Thanks for the suggestions.
I wasn't sure if a rack of lamb was considered baby lamb chops once they are cut.

Restaurant depot has them at a very decent price. They have them uncut at most markets.. you can ask the store butcher and he will cut and French them for you.

Yep. I do not butcher them myself because I suck at it. But the in store butcher will do it for no charge usually.

I have been seeing the rack of lamb on sale in the supermarkets but was unsure if I could have the store french cut them and use them as the baby lamb chops appetizer.
