barking dog
What can we do about a dog that is left out in its owners back yard & barks barks barks. Its been doing this for 2 hours already. They leave it outside all the time don't they hear it bark.

I would call the local spca and complain. It could be a case of neglect. You don't have to leave your name or any personal info like that.
No one will know it was you.

I would confront them directly- ask if everything is ok with the dog, you heard it barking and wasn't sure if they heard it and you were concerned.
ETA: If it continues I would call the ASPCA
