DH started hunting at that age and many kids I grew up with did too, so it's not out of the ordinary that a hunting family would have a youth model shotgun. (Some women use youth model shotguns too.)
However, it should've been locked up in a safe. This is bad parenting if you do not take the appropriate preventative action to make sure that the gun is inaccessible. He should only be allowed to handle it under close adult supervision and only in the field or at the shooting range.
This crime is heinous and it certainly wasn't an accident. Maybe the kid was jealous of his dad's girlfriend, maybe she took away his video games... who knows. Shooting her would not have been an option if he did not have access to it. Someone didn't do their job - locking the gun up and teaching him right from wrong.

I have to agree with the PP. The area where this happend is an area where most locals hunt. It's very common for children that young to have used and owned rifles.
That said, it should have been locked up-ESPECIALLY since there were other (younger) children living in the house.
That poor mother, and her por daughters.
