My understanding (correct me if I'm wrong) -- He's technically suspending his campaign, which means he still controls his delegates that he won. In other words, he can then "give" them to whomever he chooses by endorsement.
ETA - we'll know more after he makes his speech / announcement later today. He may or may not choose to endorse someone at this time...
Basically, though, if he endorses McCain and "gives" McCain his delegates, it's basically over for Huckabee.

In the article it states that the Republicans have the state parties decide where the Delegates go.
