We went there in June 2009. It was a lot of fun.

Yes, they have an entire section for little kids. Bring swim diapers, bathing suits, towels and changes of clothing for them. DS was two when we went and he loved it. They have a car for the kids to drive, a "ferris wheel," climbing thins, roller coster and water park all for the under 6 set.

I was just there 2 weeks ago!
There are lots of kiddie things to do. 2 and 4 year olds may not remain as entertained as older kids, but you will still have things for them to go on and such. When they get tired you can find a "train" stop and ride on that around the park and enjoy the view.
They have little shows such as "Critter Castaways" where the kids can see the animals doing tricks and what not.
ETA: the waterpark is a separate fee/park from Busch Gardens. (Adventure Island is the name.) It's not included in the price for Busch Gardens, but you can get a combo ticket.
