When you connect your IPod, does Windows recognize the device or does it say "unrecognized device"?
Is it a laptop?
Either way, this is going to sounds silly but trust me - I've dealt with this issue before. Shut down your computer, UNPLUG it (yes, from the wall), wait about 20 secs, then boot up again and plug in your Ipod.
Let me know.
