Can anyone recommend a special occasion appropriate restaurant in the Pheonix or Scottsdale area of AZ?
We'd like to give a gift certificate for a 20th Anniversary so I want it to be a nice place and I'd rather not do a chain restaurant but I will if I have to.

I have only been to the Pheoenician and the Biltmore and both of them are incredible hotels. Perhaps dinner there?

ETA: The Biltmore has the Winemakers Dinner Series which looks like fun.

There is a fabulous Mexican restaurant that is nice and upscale in Old Town Scottsdale. I've been there twice.
Old Towne Tortilla Factory
The food and atmosphere is great. We took our parents there too and they were very happy.
My parents live in Phoenix.

I also loved the Phoenician! Dinner at Mary Elaine's was excellent!

I've been to the top of the Phoneician for drinks - the view at sunset from there is INCREDIBLE.

I stayed at the Biltmore last year but ironically didn't eat at their restaurants for dinner.
That being said, we went to Tarbell's for our anniversary dinner, and all I can say is that the food was absolutely FANTASTIC!!!
I am a total foodie and I still think about this place, as it is by far, one of the best meals I have ever had.
I would fly there today just for another meal there.
Oh, and the chef/owner was on Iron Chef America, coming on TV soon!
