Can anyone think of a gift that meets all these criteria?
It is for my family's grab bag...my mom makes more rules every year, which makes it harder and harder to find a gift  Here are the criteria:
~$25 or less
~something that anyone would like (participants are both male and female ranging in age from 28-65)
~No gift cards
~No lotto tickets/scratch offs
~No cash
~No wine/alcohol
Any creative ideas??

We appreciate games in my family so I would probably get a deluxe Scrabble game. Does that work for your family?

A great book-like the Last Lecture or something on this year's NY Times BEst Sellers. I love to get books for stuff like that.
A funny one, that I've done a couple times is Dollar Store Christmas. Go to the dollar store, fill up your cart with $25 of stuff (sponges, batteries, clever hangers, dollar store version of Sham Wow, stuff like that), put it in a Christmas gift bag. Done.

I like the idea of board games. Or maybe movie and popcorn set, a game and some snacks, kind of a theme basket. Thank you cards are also nice.

Thats what we do in DH's family.
Last year DH got the best gift ever.. his brother dressed up as Hannah Montana for a radio contest to try to win concert tix for his daughter... well DH took that picture and put it on a mug. Let me tell you, everyone was laughing so hard and everyone was trying to steal it. (we do the grab bag where you can steal the presents or pick a new one)
Last year I got the Planet Earth DVDs. They are usually more $ but got them on sale.
Other things we've done in the past:
Board games
Remote controlled helicopter
MP3 Player
Portable DVD player (we find good sales)
Things other people bought:
flashlights
sushi plate set
lap desk for laptops
soft blanket
"as seen on tv" gifts

I like the idea of a family game. We bought a smores maker once for a family grab bag and it was well received. A quesadilla maker, a Christmas decoration or ornament.

B&N has gift sets near the front of every store. Some crafty, some informational, etc. Last year I picked up a kit on how to make paper animals that moved and it came with all the pieces, you just needed a pair of scissors and glue.
You might be able to find something generic yet fun there.

A board game? Some good ones are over $25, but you might be able to find a good one on sale.

A year ubscription to Newsday
A magazine subscription. Something like New York Magazine.
A basket of hot drinks in a jar hot chocolate, coffee, and a jar of cake or cookie mix with mugs.
Car winter kit. Window washer fluid, snow brush, shammies etc.
Bread Mix from Williams-Sonoma and a bread pan.
