Took this off the HOV lane site:
HOV Lane Rules & Regulations HOV Lane restrictions are in effect Monday through Friday 6:00 AM – 10:00 AM and 3:00 PM – 8:00 PM. During these specified hours, the HOV Lanes are reserved for buses and passenger vehicles with two or more occupants (children are considered passengers). Minivans with two or more passengers, and motorcycles (no passenger required) are permitted to use the HOV Lanes at all times. Passenger vehicles with only one occupant may use the HOV Lanes outside of the above specified times.

I do it ALL the time. My kids are in the back seat and you can't see them and I've never been pulled over.
I thought it was incorrect that it had to be another licensed driver.

i have heard sotries of police pulling over thinking that there wasn't a passenger and when they saw the child they find another infraction - just FYI.
I have also heard that it's safer to drive in the HOV with children - since people aren't swerving in and out

I actually like the HOV lane because I feel safer driving with my children. No weaving in and out of traffic. I use it when it is off times too.

If someone is carpooling kids, whats the difference than carpooling adults? Its still less people driving. You can't make a distinction because its someone's own kids vs. their kids + someone else's kids. Then you wouldn't let husbands and wives use the HOV either because they are coming from the same house and maybe have only one car.
But I do understand your point.

No she didnt get a ticket - her baby was about 3 months old - and this was like 4 years ago -
how many people "carpool" with kids on the LIE? if its the school carpool, its probably more local - but I see your point - if its like 5 kids in a minivan - but if its your infant - its not really a carpool, kwim?
but I agree with the saftey thing - man now I want to have a kid just so I can get home from work faster
