Can you add a parent to your health insurance policy?
If so, do they need to be a dependent? My MIL is a few years shy of qualifying for medicare, but supposedly makes too much money to qualify for medicaid. Is there anything we can do, or does she have to purchase insurance on her own?
I don't know anything about insurance so I apologize if these are dumb questions.

She does not work, she receives social security. She's 62. FIL passed away in October, she was on COBRA from his job for a month then was accepted by medicaid until now when they told her that she makes too much to qualify for medicaid. Now she has until April 1 to find new insurance.

how long has she been on SS?
I'm not sure, probably only a few years. She worked when she was younger but hasn't worked for at least 15 years.

if she has contributed to social security for at least 10 years she can qualify for medicare part A which is hospitalization insurance.
Otherwise, have you looked into HealthyNY? There are income limits, but it's worth a try.
