You can go to any library. I think you can only check books out of the one where you actually have a card. If you want something from a different library, you should be able to request it through your home library.

Librarian here. You can check books out from any library in your county. You can then return those books to your home library or any other library and they will be sent back to the right place.
In terms of programs, usually residents are given priority and non residents can sign up a few days after the initial registration.

From the other library? Meaning I could walk into X library with my Y library card and take out a book?

As long as you have a library card you can actually take a book out of most libraries, just not "new releases" for books or movies. I have a Riverhead library card, and Southampton town library and John Jermain in Sag Harbor both accept it. It may have to be in COUNTY but they usually accept a different town's card.

I can do that with any library in Nassau, I can't use my card for any in Suffolk.

Me too! Any time I want a book or a movie, I look it up on ALISCAT, find out what libraries near me have it, and just drive over there and take it out.
I can only speak for Nassau though.

absolutely...the suffolk county system is great! (I imagine Nassau is just as good)
I actually will find my book online and then either have the pub lib staff get it off the shelf for me and pick it up later or InterLibrary Loan from another library - and pick it up at my home library.
don't forget all the databases that all the suffolk libraries subscribe to AND ebooks!

You can also request that a book be sent to your home library from another library either by asking a librarian to show you how to do it or by doing it yourself using the catalog (it's not the most intuitive design, but it's not so hard to use once you figure it out).
And yes, if you have a card in Nassau you can borrow anything in Nassau except for things restricted to local patrons (generally new releases). I would imagine it works the same way in Suffolk. You can also return materials to any library in the same county.
Program policies vary from library to library, though generally they are restricted to local patrons initially and spots may be offered to people in other towns if a program does not fill up.
