Trucks are almost always good Blocks of some kind Play-doh sets Books Puzzles Animal figures (just make sure they aren't small enough to swallow)
I can't recommend educational toys--they generally have too many flashing lights and noises IMO, and I honestly don't think he learns much more from them than from books. JMO, but I'm not so into them. And honestly, DS seems to have more fun with toys that are either active in nature or encourage imaginative play of some sort.

DS loves the Fisher Price Laptop. Its around $30. The age on the box is older than 2 but it is definitely geared for 2 year olds.

I bought my son this for Christmas and I must rave about it. He was just under 2.5. Needs help putting it together but loves it. Was his favorite gift and it can grow with him.

They have a smaller set too which is what we have but it was below your price range. I boughtit at Fun Stuff in Seaford.
I'd say anything Thomas the train, shake and go cars, trucks, legos/blocks, anything with letters, little people town, anything car movie. My son loves his learning laptop and the Leapfrog scribble pad as well. How about an art easel?

My DS just turned 2....some of his favorite things right now: -anything thomas the train---trains, tracks, books and he LOVES his thomas the train tent -tool set/tool table -duplo lego blocks/kits -mr potato head -playdoh, fingerpaints, moon sand
