car damage and construction sites

Anyone ever damage their vehicle from any construction hazards, potholes, etc...?
DH hit one of those construction barrels that was lying in the middle of the road, unavoidable, etc... and the front bumper is clearly cracked.
Can you get anywhere with the DOT about this?
