if the car fails....do you still have to pay for the inspection?

yeah absolutely---its not the inspection place's fault a car might fail and they did the same diagnostics tests as they would normally do....so if they do the work ya gotta pay the fee.

Some places won't charge you twice if you have them fix the car so it does pass, while you're there. Only do that if you trust them, though. It's too easy for a shady mechanic to say it didn't pass, then charge you for "repairs", then have it pass after the "repairs".
